Plenary and Miami-Dade County break ground on new civil and probate courthouse

Miami-Dade County and Plenary Justice Miami have broken ground on the new Civil and Probate Courthouse to be located on the intersection of historic Flagler Street and NW 1st Avenue in Miami, Florida.

The new Civil and Probate Courthouse project is the first social infrastructure public-private partnership of its kind in the State of Florida and represents a significant milestone for the County in its efforts to deliver critical public infrastructure projects through innovative and cost-effective delivery methods. Prior to the ground-breaking, on January 24, Plenary Justice Miami and Miami-Dade County reached financial close on the development agreement to design, build, finance, operate, and maintain the new courthouse over a 34-year period, with County payments linked to the Plenary’s ability to achieve critical performance requirements set forth in the contract.

Upon completion, the state-of-the art facility will include 46 jury courtrooms and shelled space for four additional courtroom sets to accommodate future growth in the judicial system. The new courthouse will also include offices and public spaces to be occupied by the Clerk of Courts and the Law Library. The design of the new courthouse reinforces the County’s commitment to sustainability and accessibility and will be a LEED (Leadership in Energy and Environmental Design) Silver certified facility.

Operations will continue at the historic Dade County Courthouse located at 73 West Flagler Street until construction of the new Civil and Probate Courthouse is completed in January 2024. The Dade County Courthouse has served as a Downtown Miami landmark since 1928 and will be positioned to be sold by the County in consultation with community stakeholders to foster a new use that protects and honors the building’s historical, cultural and architectural significance to Miami-Dade County.
