Plenary achieves contractual close on Toowoomba Second Range Crossing

TOOWOOMBA, QUEENSLAND – Plenary Group, as part of the Nexus Infrastructure consortium (Nexus), has achieved contractual close with the Queensland Government for the delivery of the A$1.6 billion Toowoomba Second Range Crossing.

Plenary is the financial advisor for Nexus and an equity investor in the project. Nexus will design, construct, finance and operate and maintain the 41 kilometre Toowoomba Second Range Crossing in Toowoomba, Queensland.

Plenary Group Managing Director, Paul Oppenheim, said Nexus is committed to working with government, local businesses and residents to achieve lasting outcomes.

Mr Oppenheim said more than 2,000 people and local businesses have already registered their interest on the project’s dedicated website.

“Equally, we look forward to working closely with our partners at the Queensland Government to commence detailed design and to establish on site in the coming months,” Mr Oppenheim said.

Establishment works will commence in coming months and construction works expected to start soon after.

Construction is expected to be completed in late 2018, after which Nexus is contracted to operate and maintain the road for 25 years. The State of Queensland will pay availability payments throughout the concession term.

The Nexus Consortium brings together the ideal balance of global leaders in road construction and social infrastructure. Members consist of:

  • Plenary Group, financial advisor and investor
  • Cintra, investor
  • Acciona Concessions, investor
  • Acciona Infrastructure and Ferrovial Agroman, construction joint venture
  • Transfield Services, operations and maintenance provider

The 41km highway will bypass the city of Toowoomba, and improve traffic conditions and road safety in the region, in particular reducing the number of heavy vehicles travelling through the Toowoomba city centre.

The Toowoomba Second Range Crossing is one of three major Australian transport projects Plenary is helping to deliver across Australia. Others include the $1b Gold Coast Light Rail and the $3.7b Sydney Metro Northwest PPP.
